'Not our domain, you do something': SC notice to Centre on plea to ban obscene content on OTT

NEW DELHI: The Supreme Court on Monday issued a notice to Centre on a plea seeking restrictions on streaming sexually explicit content across OTT platforms and social media.
A division bench comprising Justices BR Gavai and Augustine George Masih emphasized that implementing measures to control indecent content falls under the purview of the Executive and Legislature. The Centre informed the court that while some regulations already exist, additional restrictions are being considered.
“As it is, there are allegations that we are encroaching upon the legislature and executive power,” Justice Gavai said.
“It is not our domain, you do something,” he added.
Meanwhile, the government told the apex court that some regulations on explicit content are in existence while certain more curbs are in contemplation.
This comes after the petitions were filed urging the apex court to direct the Centre to establish a National Content Control Authority aimed at regulating and preventing the display of pornographic and sexually explicit material online.
The PIL argue that the absence of strict rules has led to widespread sharing of explicit material online and allege that certain OTT platforms are broadcasting content that could amount to ‘child pornography’.
Earlier the ministry of information and broadcasting has issued an advisory to OTT platforms urging stricter age-based classification of content and compliance with the Information Technology (IT) Rules 2021.
The advisory comes amid row over an episode of YouTube show ‘India’s Got Latent’ by Samay Raina, featuring podcaster and influencer, Ranveer Allahbadia, who made an “inappropriate” comment during his guest appearance.
The advisory outlined six key points aimed at online content publishers and self-regulatory bodies of OTT platforms, emphasising adherence to existing laws and ethical guidelines.

Elon Musk’s Tesla to enter India soon? Tesla Inc. is returning reservation fees to Indian customers who had pre-booked its Model 3. This action suggests the Elon Musk-led US electric vehicle manufacturer is preparing to enter India’s automobile market, which ranks as the third-largest globally.
According to a Bloomberg report, the company’s correspondence to customers who placed bookings in 2016 says: “We would like to return your reservation fee for the time being. When we finalize our offerings in India, we will reach out in the market again. We hope to see you back with us once we are ready to launch and deliver in your country.”
Tesla is processing refunds for these long-standing reservations as the earlier version of the Model 3 is being discontinued.
These communications, sent from official Tesla email addresses, indicate the manufacturer’s intention to commence operations in India, following years of discussions regarding the country’s substantial import tariffs, the report said.

Elon Musk recently announced on X his plans to visit India this year, coinciding with ongoing trade negotiations between India and the US, which could potentially result in reduced automobile tariffs.
A revised tariff framework might influence Tesla’s strategic outlook. The company experienced its first decline in global vehicle deliveries in over ten years, whilst facing significant competition from BYD Co.
The presence of Tesla vehicles in India would appeal to the growing affluent middle-class segment, though it could potentially impact local automobile manufacturers who provide employment to numerous workers in their production facilities.
Meanwhile, in another significant development Tesla has secured a private office space in Mumbai’s Kurla area, adjacent to the Bandra-Kurla Complex business district, demonstrating its commitment to expand operations in India.
Tesla has obtained a 30-seat workspace within a co-working facility at Phoenix Market City with a monthly payment of Rs 3 lakh, according to an ET report.

“The new office is likely to support early-stage functions such as local hiring, regulatory coordination, vendor meetings, or backend support for its anticipated entry into the Indian EV market,” according to a source familiar with the situation.

Gold prices saw heightened volatility last week, initially surging to an all-time high of $3,500/oz on COMEX before retreating below $3,300. The rally was driven by safe-haven demand amid heightened geopolitical and economic uncertainty.Key catalysts included U.S. PresidentDonald Trump’s criticism of Federal Reserve Chair Jerome Powell and concerns over prolonged U.S.-China trade tensions. Trump warned that the U.S. economy could slow unless interest rates are cut immediately, increasing pressure on the Fed.
However, gold prices corrected sharply as Trump backed away from firing Powell and signaled optimism over potential trade negotiations with China. U.S. Treasury Secretary Scott Bessent added to the mixed signals, suggesting de-escalation but offering no clarity on timelines. Meanwhile, global sentiment was rattled by the IMF’s downgraded global growth forecast to 2.8% for 2025, with inflation expectations revised upward.
Adding to the uncertainty, President Putin hinted at peace efforts regarding Ukraine, and the White House was reportedly considering tariff cuts on Chinese imports. Despite the dip, investor attention remains focused on central bank independence, elevated inflation expectations, and uneven U.S. economic data, including mixed PMI readings and durable goods orders.
Markets now await comments from Fed officials for policy direction. Unless there are any updates from President Trump or Chinese officials regarding the trade war, this profit booking could continue.

Virat Kohli on Sunday took a cheeky jibe at KL Rahul by recreating his “this is my ground” Kantara celebration after Royal Challengers Bengaluru’s (RCB) six-wicket win against Delhi Capitals (DC) at the Arun Jaitley Stadium in New Delhi.
It was the celebration KL Rahul pulled off earlier this month at the Chinnaswamy Stadium in Bengaluru when he scored an unbeaten 93 off 53 balls to guide Delhi to victory over RCB.
During the post-match celebration in Delhi, Virat Kohli approached KL Rahul, who was talking to his Karnataka teammates Karun Nair and Devdutt Padikkal, and tried to do the Kantara celebration.
However, KL then pointed him towards the pitch and asked him to do it there, and the duo burst into laughter.
After his celebration in Bengaluru, Rahul had said: “This is a special place for me. That celebration was from one of my favourite movies, Kantara. So, yeah, just a tiny reminder that this ground, this turf, this home is where I have grown up, and that this is mine.”
Who’s that IPL player?
In the match, Krunal Pandya blasted a 47-ball 73 not out as RCB defeated DC by six wickets. Put in to bat, KL Rahul top-scored with a 39-ball 41, but DC lost wickets at regular intervals before Tristan Stubbs’ 18-ball 34 lifted them to a competitive total of 162 for 8.

RCB then chased down the target in 18.3 overs with Pandya (73 not out) and Virat Kohli (51) making contrasting fifties. Tim David smashed a 5-ball 19 not out and knocked off the winning runs.
For DC, Axar Patel (2/19) snapped two wickets. Earlier, Bhuveshwar Kumar (3/33) and Josh Hazlewood (2/36) snapped three and two wickets respectively, while Krunal Pandya (1/28) and Yash Dayal (1/42) accounted for one wicket each to restrict DC.

Axis Bank, Tech Mahindra & more: Top stocks on brokers' radar for April 28

Morgan Stanley has an ‘overweight’ rating on Axis Bank with a target price of Rs 1,300. Analysts said the bank’s earnings remained subdued with loan and deposit growth muted, and gross credit costs (ex-agriculture) stayed elevated.They said both were largely expected. They also feel that the stock could be under near-term pressure, as the condition could continue for a few more quarters before asset quality turns for the better.
Jefferies has a ‘buy’ rating on SBI Life with the target price at Rs 2,000. Analysts said during the Jan-march quarter, SBI Life’s value of new business growth of 10% on an annualised basis to Rs 1,700 surprised positively aided by better product mix and term insurance attachment. The life insurer’s premium (APE) growth was softer at 2% partly due to slower ULIPs and efforts to improve mix.
Goldman Sachs has a ‘buy’ rating on SBI Cards with the target price at Rs 1,006. Analysts said SBI Cards’ pre-provision operating profit growth of 4% annually was as per expectation. They also said that the company’s credit costs have finally shown an improvement after seeing an increase consecutively for the last five quarters. They also expect further improvement from FY25 to FY26.
Citigroup has a ‘sell’ call on Tech Mahindra with the target price at Rs 1,265. Analysts said that the IT major delivered a slow Jan-March quarter with revenues below expectation and margins in line. They said that while the management is executing well, expectations are high.
HSBC has a ‘reduce’ call on Rallis India with the target price at Rs 210. Analysts said the company missed estimates across segments during the Jan-March quarter, and domestic pricing pressure is a concern. The company’s business model revamp was commendable but gradual. And challenging conditions persist for the company.

NEET-UG set for May 4 amid steps to foil any malpractice

NEW DELHI: National Testing Agency (NTA) will conduct NEET (Undergraduate) 2025 on Sunday at around 5,500 exam centres across India and abroad, marking a sharp increase from last year’s 4,750 centres spread over 571 cities. This year, the test will be held across 552 cities in India and 14 international locations.
Monitored by the education ministry, 180 central institutions have been entrusted to verify the preparedness of the centres. In some states, such as Assam, following a request from CM Himanta Biswa Sarma, all centres are located in govt-run institutions.
Candidates have been allotted centres based primarily on their first-choice preferences, leading to expansion in several cities. Nearly 90% of the centers are located in govt-run institutions, including Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, and state govt schools, according to NTA officials.
Meanwhile, the datesheet for CUET-UG 2025, scheduled to commence on May 8, remains pending.
Following paperleak allegations and widespread complaints that marred NEET-UG 2024 , NTA has formed state-level and district-level committees to oversee logistics and security. According to NTA sources, district magistrates (DMs), superintendents of police (SPs), and senior local officials were consulted before finalising exam centers. They, along with district coordinators, will jointly supervise arrangements to ensure seamless conduct.
NTA has also launched a dedicated portal for reporting suspicious activities related to NEET-UG 2025.

Vancouver car attack suspect has extensive mental health history, reveals cop
11 killed as a vehicle plows into a Filipino street festival crowd in Vancouver.

The Vancouver Police Sunday said the crazed driver who mowed down at least 11 people with his black SUV and injured several others at a Lapu Lapu Day party had an extensive mental health history. Interim police chief Steve Rai said the 30-year-old man was known to police under certain circumstances hinting at his past run-ins with the law enforcement, and also an extensive history of interactions with mental health professionals, he said, adding that this was the darkest day in the city’s history.
“There are many things that we still don’t know. But we are looking for the answers,” Rai said.
The identity of the suspect has not yet been revealed, though a purported video of the suspect surfaced on social media, which was believed to have been taken after the crowd detained the man until the cops arrived. From the video, social media users surmised that the suspect might be of Asian origin, but a resident of Vancouver. The motive is still not known, though the cops confirmed that he acted alone and it was not a terrorist act.
“I am unable to identify the person as charges have not yet been laid,” the police said.
Lapu Lapu Day is named after an Indigenous resistance fighter in the Philippines who fought against Spanish colonization in the 16th century. Saturday’s event was the second annual street celebration of the day in Vancouver, and organizers had said it was an opportunity to mark “the enduring impact on Filipino values, notably the spirit of bayanihan — the collective community effort.”
The festival was just winding down when the SUV drove through the crowd but there were a lot of people. The driver was travelling eastbound on 43rd Street before the attack and the vehicle was owned by somebody associated to that family.

No prior indication of threat level

The activities associated with the festival were being held on the grounds of a high school, not accessible by road. The only road that “required partial closure” was behind the school for food trucks, police said, and there were “no barriers” restricting access for those trucks. There was no indicator that needed to respond to a higher threat level, police said.

In Uttar Pradesh, Aadhaar touts clone 'deputy CM'

LUCKNOW: Barely a few paces from the Uttar Pradesh Assembly in Lucknow, fearless touts at an Aadhaar Seva Kendra (ASK) promise and deliver anything for a price. They even conjure up a name uncannily similar to that of deputy CM Brajesh Pathak.
When this reporter visited the Vidhan Sabha Marg-based Ratan square complex to test a widely rumoured tout racket, he was in for many surprises. The crowded Aadhaar Kendra had touts lurking everywhere, among them three young women in their mid-20s who were also part of the syndicate.
One such tout, who identified himself as Rajesh, approached this reporter. “I’m from Bakshi Ka Talab area and a huge admirer of deputy CM Brajesh Pathak. I wish to change my name from Brijesh Pathak to Brajesh Pathak, but there are no documents to support this,” the reporter dropped the bait. “Ho jayega (it will be done),” Rajesh nodded.
The tout got down to work. He pulled out his phone, downloaded a real voter ID (EPIC) of another Brajesh Pathak from Badaun, pasted the reporter’s photo on it, and added a fake barcode. Within minutes, he booked an instant Aadhaar update appointment – at 12:50 pm – the same day. “Go straight to the verifier. No questions will be asked,” Rajesh assured, pocketing Rs 1,500 via UPI.
Inside the Aadhaar Seva Kendra, the script unfolded exactly as promised. The verifier at counter-5 barely glanced at the forged documents. At 2 pm, “Brajesh Pathak”, along with nearly 20 others who sought touts’ help, was called – ahead of genuine applicants. The reporter was directed to counter-22, where a young woman operator mechanically processed the update, taking his iris scan. In less than an hour, a fake identity was born. The reporter was embedded in a team of officials who had gone to carry out checks at the ASK after reports swirled about IDs being fabricated.
For the last five years, the ASK in question has been operated by Smart Chip Private Limited, the Indian subsidiary of French multinational IDEMIA group.
After the successful sting operation, TOI contacted the group’s officials for comment on the rigged system at Lucknow centre. But after waiting for a day, an official IDEMIA source said: “Since we are under contract of UIDAI (govt agency which issues Aadhaar), we cannot comment.” However, the source acknowledged that there were indeed a few staff at Ratan Square ASK allegedly involved in malpractices. But still, Smart Chip Private Limited has no mandate to check documents.
A day earlier, the UIDAI regional office of Lucknow, too, had sent at least two decoys to the Ratan Square ASK, and found that touts in connivance with Smart Chip Private Limited staff were involved in malpractices.
Speaking to TOI, Prashant Kumar Singh, deputy DG of UIDAI (Lucknow region), acknowledged the matter. “A recent surprise inspection at ASK Ratan Square revealed irregularities, prompting a decoy operation on April 21 that uncovered the modus operandi. The matter has been escalated to the agency concerned for probe and filing an FIR. We assure all UIDAI’s backend quality checks verify document genuineness, rejecting any fake submissions..”

SRINAGAR: The required war on terrorism should not make innocent Kashmiris collateral damage, Jammu and Kashmir CM Omar Abdullah, PDP chief Mehbooba Mufti, and People’s Conference chief Sajad Lone have warned amid a massive crackdown on terrorists, including demolition of their family homes, in the Pahalgam attack aftermath.
“Punish the guilty, show them no mercy, but don’t let innocent people become collateral damage… There must be a decisive fight against terrorism and its origins. The people of Kashmir have come out openly against terrorism. It’s time to build on this support and avoid any misplaced action that alienates people,” Omar said.
Earlier, National Conference MP Aga Syed Ruhullah Mehdi alleged on X, “Kashmir and Kashmiris are being given collective punishment.”
Mehbooba said the Union govt should tread carefully and avoid alienating innocent people while acting against terrorists. “There are reports of thousands being arrested and scores of houses of common Kashmiris being demolished along with those of militants.”
She urged the Centre to direct the authorities to ensure that innocent people are not made to bear the brunt, as alienation aids terrorists’ goals of division and fear.
Lone said that using “collectiveness to define criminality or terrorism is a curse and will never allow reconciliation and social introspection.”
“The mass protests against the Pahalgam killings were a rare occurrence, a first of its kind in the last 78 years. It showed a shift in mindset — from a society in which some significant sections may have accorded social sanctity to the concept of violence, to a society which marched in thousands across villages and towns condemning violence, thereby signifying the social stigmatisation of violence,” he said.
“This is a monumental shift, a milestone. But at the same time, a fragile shift. I hope those in charge of law and order do understand the significance of the shift and don’t do anything erroneously that impedes the shift or facilitates a return to the earlier mindset.”
He said there is a general feeling across the Valley that entire families are being punished for the actions of one person.
